I concur I thought this was a good suggestion or something similar to this.. When developing new parts and new technologies there should be something reflecting critical success.. A breakthrough so to speak.. Yet often times breakthroughs also comes with some durability issues that need to be refined out.. So even a normal technological development could have these stumbling blocks them make the new tech useable.. Hench making them a project.. Nothing just bolts on..

So if something like this was undertaken.. An F1 team given a Technological break through on a part is given.. Then a Vaibilty or Durabilty number would be assigned to that breakthrough part to be researched more until they got the part to 100%.. Then that part could be used next season like any other normal part.. This would mean something realistic that occurs in any engineering development.. Money size of the team would not matter because often times it's the unknown developers from smallest companys that make the breakthroughs that make them the Knowns later..

This would mean there would be small random chance on any part being researched could get this breakthrough,. Larger teams with more money being used and more parts would have more chances.. Yet the random chance would be equal because every attempt would be the same..

This sounds very complex yet very much dependent on luck well because it is.. Also explains why some teams develop something and wind up with every other team trying to catchup is what happens in F1 today.. The real teams certainly will not disclose what they have found.. So this could be great addition to the F1 teams and other racing where car development is used..

While I applaud the Idea of revolutionary parts I don't think some random amount in some specail area is neither realistic on needed.. Just the chance for a Critcial success that creates revolutionary parts from normal research is best idea..
