Bristol is a tough place to pass. Even when you are the faster car. The short straightaways and tight, fast turns make it difficult to get past someone. You were lapping at about 15.8 seconds, he was lapping at about 16.1 seconds. That translates to an average speed differential of 3.2 mph, or 5.1 km/h. A difference of only 3 mph is tiny at Bristol when you're trying to pass; you can't pull alongside on a straight because the straights are so short and quick, and there isn't enough braking to get inside someone into a turn.
The fastest car doesn't always win.

I didn't see that. Sometimes the broadcast glitches and drivers get all out of order. It's a known bug (and strictly a visual bug; the underlying data is not bugged) that has been around for years. Sometimes it fixes itself if you reload the page to restart the broadcast.
