Age restrictions a bit too harsh on some guys... but here's my plan
Age restrictions in F3 will be a bit too harsh on some guys because some guys are about over 25 with barely any skills developed so far will lose out and will be forced to either fluke in a TCS Series or worse they won't be able to get in due to the spaces being limited or not having enough money in the bank but I get where you're coming from though and I like your ideas but it won't work because of some issues that might happen or worse because of that, some F3 series might have to go due to them series not having a very big grid and it'd be boring but I got a solution for this so sit tight.
Thanks to ice101 with gold, silver, bronze, platinum. I think I got it all planned.
Spoiler alert: Some ideas had to be revised and finalised before I could do a press release so I hope it's better this time!
Bronze Ranking: 33% of success ballast rating
• Drivers that are 30+ and did nothing in their career and they're in a F3 National or Regional Series or a lowly rated Touring Car Series where they can dominate (depends on how competitive a F3 Regional Series is).
Examples: Juraj Salat in the F3 Slovak Series or Pawel Pozerski in the F3 Polish Series.
• Drivers that have a very good skillset like about 90-100 in Driving and Mental and they're in only a F3 or TCS Series.
• Drivers that stay in the same series (F3 Regional or National) for the 3rd season in a row.
• Drivers that stay in the same series (Major Openwheel or Indy series) for the 2nd season in a row.
Silver Ranking: 50% success ballast rating
• Drivers that are 30+ and they're in a F3 Major Series (World and Europe included).
• Drivers that are in their 2nd season in the same series (any series except F1 and Major Openwheel series).
• Drivers that have 90-100 in Driving and Mental in an Indy Junior or a Major Openwheel Series.
• Drivers that are 26+ and they're in a F3 Regional Series.
Gold Ranking: 66% of success ballast rating
• Drivers that haven't won the championship yet who are in a top F1 team for the 4th season in a row
• Drivers that are 26+ they're in a F3 Major Series (World and Europe included).

Platinum Ranking: 100% of success ballast rating (you get to take all your ratings)
• Drivers that are in F1 World Series.
• Drivers U26 that have signed up to a major series.
Examples: Bartek Szybki and Zach Austin in NASC Gold Cup or Dexter Morgan in DTM, etc...
If otherwise, you will go down a rank if:
• you have won a (Major Openwheel series or Indy series) and chose not to go up a category.
• you have finished in the top 3 in a F3 World or Europe Series and chose not to go up a category.
You will go down 2 ranks if:
• you have won your 2nd (Major Openwheel or Indy series) title and still haven't moved up a category.
• you have won any F3 series and chose not go up a category.
Information: You will not go down a ranking if you go down a series but don't go down multiple series.
Some stuff might change again if some of you guys don't agree with this or anything, it's only an idea at the end of the day.
