1,2,4,5,7,12,18,22,27 all get wins 9 drivers in all all would qualify plus the top 7 remaining highest point getters move on. Driver points 14-16 would not qualify cause of winners with points 18,22,27.

Level 3 explanation.
If Brazil, Italy and Spain have both drivers qualify to round 2 then Driver 5 moves on to level1 round 2. Driver 6 goes onto level 2 Round 2. This is to keep points fair if you have both drivers move on.
If country only has 1 then of the 16 qualifiers 6 of them predetermined by having 2 drivers. That means the highest 5 point getters move on to level 1 and the bottom 5 move onto level 2. Reason is that you can not control how many 6's make is why so you make points determine who moves on for single countries.
