For the last time (since I will not post on this again) mental reactions are not the same as reflexes. You don't engage strength, muscles, nerve fibers or anything when your MENTALLY analyse a situation and decide on a course of action. This is a mental REACTION. This would also include emotional responses such as surprise (another driver doing something unexpected) or fear (out-braking yourself or going past your bravery limit).
In MRC I believe mental reactions is a skill based on deciding what to do in a given situation. It has nothing to do with reflex (this is built into driving skills), fitness (has it's own skill) or any other physical attribute. It is your drivers mental capacity to react to any given situation, not his physical prowess in then taking the action.
Yes, you could have 'reactions' in the driver skills section, along with reflexes, strength, agility/dexterity and that would be a measure of a drivers ability to physically react to a situation, though as has been pointed out this is probably better called 'Reflexes'. The fact it is in the MENTAL section tells you it's to do with his mental reaction to a situation and deciding what to do. The better this is the more likely he is to choose the correct response in any given situation, once he has made that decision, driving skills take over in deciding if it worked or not.
